Our March 6, 2020 report, “Providing Safe, Affordable Water to Low Income Households: Options for the San Lorenzo Valley Water District (SLVWD)” was well received by SLVWD staff but failed to generate any clear response from the Board. This led us to develop and submit (on April 2, 2020) a concrete proposal for an immediate, exemplary course of action:

This proposal was well received by the Board. It was initially reviewed at the April 16th Board Meeting and then discussed in more detail at the May 7th Board meeting where it was referred to the Budget and Finance Committee with a directive to develop a proposed plan of action..
The Budget and Finance Committee met on June 2nd to review a detailed staff proposal for initiating a LIRA program in 2020. The committee voted 3-0 to bring a $25,000 pilot LIRA program back to the Board for final approval:

On June 18th, the Board voted 4-1 to launch the proposed pilot LIRA program beginning July 15th. In the course of the Board discussion and public input, however, multiple arguments were offered in opposition to a permanent LIRA program. FSLVW believes that it is important for our responses to these arguments to be available to the public:
