4.  The SLV Water District has four vacant positions. In addition, the environmental manager currently covers a project manager position. How do you think the District should address these staffing challenges?

I believe these positions need to be filled with highly qualified people at competitive salaries. It is usually a false economy to rely upon vacancies to save money when the positions are important to the operation of the district.
